South Carolina 2011 Tax-Free Back-to-School Weekend
While I realize it is the middle of July, it is time to think about backpacks, pencils, and notebooks. The area children are returning to school for the 2011-2012 School Year here in the Augusta Area the 2nd week in August. The Tax Free Weekend for back-to-school shopping is August 5th -7th in South Carolina. Since Augusta GA is on the border, we can all take advantage of this event by visiting the shops in North Augusta, Aiken or even further up the road in Columbia, SC.

As the official first day of “Summer” approaches and the days are getting a little hot here in Augusta, it reminds of the summer 3 years ago when I first started my real estate career. This period seems to me a very sweet period for me in Real Estate. Phones were ringing, people were happy and Augusta Homes were selling! Then as all cycles in life, the “financial crisis” brought all of this a halt that October. I know that real estate is a lot like life, there will be ups & downs.
While the phones stopped ringing almost immediately, things still didn’t seem that dismal here in Augusta. After all, we have Fort Gordon, the Medical College of Georgia and few manufacturing companies like Club Car, John Deere, E-Z-GO and Proctor & Gamble that helps stabilize the Augusta economy. After all, this wasn’t Miami but a few years later we are still feeling the effects of this recession. While the Augusta Housing Market hasn’t plummeted into the abyss like the one in Miami, local home owners are feeling the effect.
Augusta home sellers and home buyers are feeling the effects from the mortgage crisis and fall out. Home sellers are having a tough time competing in a declining market. While home buyers have a huge choice of homes for sale in Augusta, they are having a tougher time qualifying for a mortgage.
As I learned at a Short Sale seminar this week, if you look out your front door to the 4 houses on the right and then look at 4 houses to the left at least 2 home owners are most likely having trouble paying their mortgage. The scary thing is that only 30% of foreclosed homes were listed for sale before being foreclosed! 70% of home owners didn’t seek help or didn’t know they could seek help. If you are even 1 payment behind or know that you are about to get behind, please ask a realtor for some help! We can provide valuable information and help get your house sold before you get to the foreclosure stage. Just remember condition and pricing are everything. Warning: You are now in a beauty pageant and price war all at the same time! Meaning you have to look your best and be priced low. Think Beauty on a budget.
Home Buyers are all looking for a great deal and they are able to get those deals. There are new homes being built at rock bottom prices here in Augusta. There are short sale homes and foreclosure homes also available in this real estate market. The toughest part of the home buying process is the mortgage part right now. You have to have good, solid credit and most banks require a 620 minimum credit score for the best interest rates. Enjoy these low real estate prices and low-interest rates now, because as the economy starts to recover at least one of those will rise.
Summer is upon us and with that comes increase activity in the real estate market not just here in Augusta, GA but across the country. Grovetown Real Estate Market Update for April 2011
The month of April brings Spring Break and the Masters Golf Tournament to Augusta. These two events affect our local Augusta Housing Market because some of the homes for sale might be temporarily off the market acting as a rental home during the golf tournament.
Spring is also the time of the year when more houses are placed on the market for sale gearing up for the summer relocation season. Most people like to relocate during the summer so they don’t interrupt school schedules and such. Here are the Grovetown real estate stats for April 2011:

High Meadows once again was the leader in the 2CO area (North of I-20) with 11 Homes Sold during April. First Choice Home Builders, Blue Ribbon Builders, Wilson Parker Homes and Craftmark Builders should be finishing out this neighborhood this year. Canterbury Farms subdivision was the leader in the 4CO (South of I-20) with 9 total Homes Sold in April. JR Homes, Ivey Residential, Winchester Homes and a few local builders are currently building in this master planned community. What is a USDA Rural Housing Loan?
A USDA Rural Guaranteed Housing Loan is loan program offered through the USDA office of Rural Development and guarantees loans made by approved lenders.
Why would you consider using a USDA Rural Housing Loan?
Well, this type of loan doesn’t require a minimum down payment so you can borrow 100% of the purchase price of the home. (I am sure the home will have to appraise at that price too. Most banks aren’t going to lend more money than what the home is worth.)
If I borrow 100% of the purchase price, will I have to pay any sort of mortgage insurance?
No, with the USDA Rural Housing Loan Program you will not have to pay PMI (private mortgage insurance).
Can I buy a house under this program just any where?
Unfortunately, you can’t. The home you are looking to buy must be located in a “rural” area. The USDA defines a rural area as open country and place with a population of 10,000 or less residents. Some cities and towns do qualify if the population is between 10,000 and 25,000 residents. So in our area that would be places like Harlem, Dearing, Appling and Thomson all located in Georgia. In South Carolina, some areas in Edgefield and Aiken counties qualify including Graniteville, Clearwater, Edgefield and Trenton.
How does someone qualify for this loan program?
You must have adequate and dependable income and be a U.S. citizen, legally admitted to the U.S. for permanent residency or be a qualified alien. You must have an adjusted annual household income that doesn’t exceed the moderate income limit established for the area. Have a good credit history and can meet the repayment criteria. Buyers must personally occupy the home and the loan terms are for 30 years. New homes and existing homes qualify for the program as long as they are located in the approved rural area. For more details on the program please see the USDA Guaranteed Rural Housing Loan Pamphlet.

Now that winter seems to have disappeared and spring is here in full force, I would like to take a look at the Grovetown Residential Housing Market for the first quarter of 2011. Please remember we had the First Time Home Buyer Tax Credit available during the first half of 2010 when comparing the numbers from 2011 to 2010.
Grovetown’s Residential Housing Market for 1st QTR 2011:
- 164 Homes Sold vs 192 for 1st QTR 2010
- $160,193 Average Sales Price vs $163,428 1st QTR 2010
- $75.08 Average Price per Square Foot vs $81.59 1st QTR 2010
- 163 Days on Market Average vs 182 Days 1st QTR 2010

Both High Meadows and Canterbury Farms continue to be popular. I do expect High Meadows’ sales to slow down in the coming months when the subdivision is completed.
